Pure Power Contractors was founded in 2012 with a singular focus: building the most capable solar EPC in the Southeast. What started as a small team with deep PV experience has grown into more than 175 engineers, electricians, and craftspeople delivering utility-scale solar infrastructure across the region.
Today, PPC is a fully licensed General and Electrical Contractor, with a leadership team bringing over 100 years of combined solar industry experience. From 5 MW community solar to 275 MW utility-scale tracker systems, we deliver every phase of the project lifecycle under one roof.
Every team member is OSHA 30, NFPA 70e, and CPR/AED/First Aid certified. With a 0.72 EMR three-year average, safety at PPC isn't a policy — it's who we are.
In-house QA/QC and commissioning teams ensure every system performs at spec from day one. Our maintenance crews know our work because they helped build it.

Founder
Justin founded Pure Power Contractors in 2012 with a vision to build the most capable solar EPC in the Southeast. He is a NABCEP-certified PV installer who holds multiple Master Electrician licenses and an Unlimited General Contractor license. Before founding PPC, Justin served as Director of Solar Operations for the largest solar EPC in the Southeast, growing the company ten-fold in annual revenue across nine states.
Justin brings more than 15 years of development, construction, and asset management experience to PPC's financial operations. His background spans utility-scale solar, commercial development, and investment tax credit transactions. Previously, he was Controller and Partner of a private real estate firm where he helped manage over $500 million in assets. He is a graduate of Marshall University's Lewis College of Business.
Kirk has over 15 years of construction and project management experience, with the past decade focused exclusively on utility-scale PV solar development. Before joining Pure Power, he spent five years building and leading a national EPC that constructed over 2.4 GW of interconnected solar projects. Kirk holds a BS from Dickinson College and an MBA from the University of Florida Warrington School of Business.
An eight year PPC veteran, Mario currently heads up revenue generation as the VP of Business Development. He evaluates customer RFPs, collaborates with the engineering, estimating, and preconstruction teams, and personally oversees every proposal package. He also contributes to all contract negotiations post-award and ensures a smooth handover to the preconstruction team. Mario holds a BS in Electrical Engineering from North Carolina State University.
Matthew joined Pure Power in 2019 with over 15 years of experience in the renewables and environmental industry, and oversees all field operations. His expertise spans solar thermal, energy efficiency, and utility-scale PV project delivery. Previously, he served as technical manager for a national utility-scale PV developer, leading greenfield projects across the U.S. A veteran of the solar industry since 2008, Matt holds a BS from North Carolina State University.
Blair has worked alongside President Justin Taylor for over a decade, rising from field labor to his current leadership role. He has constructed and serviced over 500 MW of PV installations across his career. As VP of Pre-Construction, Blair ensures all materials, staff, and equipment are available exactly when needed, bridging the gap between project management, construction, and client relations.
Roberto leads electrical, civil, and structural engineering at PPC, providing technical oversight from project development through construction. With over 27 years in solar, he has contributed to more than 3 GW of commercial, residential, and utility-scale projects. He has held leadership roles at industry pioneers including Ascension Technologies, Solar Design Associates, and Spire, and previously led engineering at Cypress Creek Renewables, overseeing 240 projects totaling 2.4 GW.
Troy joined Pure Power in 2015 and has been instrumental in developing organizational processes and building high-performing teams across the Quality Control, Commissioning, I&C, and Service departments. As VP of Technical Operations, he leads a team that ensures every project is constructed, energized, and validated to the highest standards of safety, quality, and efficiency. Under his leadership, PPC continues to strengthen its technical capabilities and deliver reliable solutions for clients.
Theresa leads PPC's corporate risk and human capital management strategy, drawing on extensive experience in financial management and construction operations. She has held senior management roles across banking, insurance, and construction, specializing in operational efficiencies, compliance, and safety. She is a graduate of George Mason University.
